Instructions

	Edit the general values in settings.xml in any text editor. Save as an XML.
	
		Note: Folders and files in the root "update.rpf" folder are the original unmodded versions. Edit ONLY settings.xml.
	
	The values are modified as a percentage of the originals contained in the original handling.meta files. This way the same ratios are spread across every vehicle of a particular subtype. For instance, if you want every vehicle to have twice its original mass, you would edit the following tag like so:
	
		<Tag name="fMass" percentage="2.0" />
		
	Or if you wanted them to have 75%:
	
		<Tag name="fMass" percentage="0.75" />
		
	A value of 1.0 produces no change.
	
	There are several sets of tags; one for all non-subtypes, and three others for bikes, boats, and flying vehicles. Each subtype has an additional set of special tags unique to that subtype. Not every possible tag has been included.
		
	The default values are my own personal tweaks (heavier vehicles, less traction, more drift). These changes have already been made to the contents of the "modfiles" folder. You can use them as a base or change each value back to 1.0 and start from scratch.
		
	When you are finished, run settings.exe. The process takes a minute but you will see the name of each file and vehicle as it is modified. Once finished, you will have a brand new set of handling.meta files that you can use OpenIV to replace. (Located under the "modfiles" folder.)

	All files in the modfiles/update.rpf folder go into the GTA V/mods/update/update.rpf file. (If this is your first time using OpenIV, you will want to copy the update/update.rpf file into mods/update/update.rpf. OpenIV's dll files will use the mods folder when loading the game.)
	
		Note: Although the handling.meta files don't exist inside update.rpf in this structure, they have been tested and will work. You don't have to modify any other RPF archives.
