Improved Vapid Stanier [Add-On | Replace | Wheels

We really just made this as a traffic filler initially

Requirements:
– OpenIV
– IF the game crashes, use gameconfig or any other custom gameconfig

Model names:
– stanier
– taxi5

Changelog:

1.1 – Fixed rear pillar shade on the civilian model, painted it on the taxi, fixed rear windows clipping
