Courthouse (early access) 1.0

This is the first MLO I’ve ever created, it’s been in the works for probably around 2 weeks time (?), got the inspiration to make it when I couldn’t find any decently large courthouses where it’s not more than one room. I intend to still work on it, and create a Sheriff’s Department attachment downstairs.
