FiveM installation:
Drag and drop the contents out of the .zip into your resources folder. Next copy the name of the file and in your server.cfg type ensure name.

SP Installation
Drag the sp file into your mods/x64/dlcpacks. Next, navigate to your mods/update/update,rpf/common/data/dlclist.xml, right click and press edit while in edit mode. Finally add the line:
dlcpacks:/custom_maps/
