Enable edit mode
Drag and drop the folder “ProjectCalifornia” from the download into the OpenIV window
Open “dlclist.xml” inside “mods/update/update.rpf/common/data”
Add “dlcpacks:\ProjectCalifornia\” to the “Paths” node
