This is a skin pack. Each Skin has a Readme file that shows you EXACTLY where to place the skin. Each Skin also has in game pics as well within the file.

How to install the mods using OpenIV Replace Files: Select edit mode – mods\x64v.rpf\models\cdimages\streamedpeds_mp.rpf\mp_f_freemode_01\mp_f_freemode_01^head_diff_007_a_chi and drag this file into the folder.
FiveM:
Just drag and drop into your resource “stream” folder to replace base game clothing.
