Installation for Singleplayer (Menyoo):
we use addontattooo for our mods

1. drag and drop the tattoofiles here:
GrandTheftAutoV-> mods->update -> x64 -> dlcpacks -> customtattoos -> dlc.rpf -> x64 -> models -> cdimages -> customtattoospedmpoverlaytxds.rpf

2.there is a readme in this tattoopack where you can find a list with components from every single tattoo. You should add this lines here:

GrandTheftAutoV -> mod -> update -> x64 -> dlcpacks -> customtattoos -> dlc.rpf -> common -> data -> effects -> peds -> customtattoosoverlays.xml

3. copy the peddecal text in our redme file and add a new erntry inside peddecalsoverlays
Grand Theft Auto V -> menyooStuff -> PedDecalOverlays.xml
