Press Numpad 1 and 3 Agent 14’s will spawn with a crowbar which they will attack you with. In case you get a wanted level, press Numpad 2 and your wanted level will be cleared.

Their health are double the normal NPC health

Once their health is very low, they will pull out a pistol and shoot you
Once you have downloaded the mod, copy ‘agent14-attackerv.cs’ and paste it into your scripts folder.
