Better Traffic Laws
This modification adds traffic rules to the game. Features it includes:
Penalty for riding pavement
Penalty for driving in opposite lane
Penalty for over speed
Penalty for riding a red light
Penalty for crash into another car
Penalty for crash into pedestrian
Penalty for not giving a way sometimes
You have 1.5 sec to return to normal speed, drive off of pavement/opposite lane before triggering violation if cops are nearby.

Installation
Just extract content of BetterTrafficLaws.zip to root of your GTA 5 directory.

Exempt every siren-equipped vehicle on duty, not just the Emergency class – the police bike, park ranger, FBI and riot vans are now covered too
Log applied tickets and red-light verdicts at the default level, so the log explains what happened without switching to Debug; internal status lines no longer show up as errors

The red-light ticket now reflects the cop that witnessed the crossing, not whoever happens to be nearby a few seconds later
Exempt on-duty emergency vehicles (police/ambulance/fire) with the siren on from all detection (configurable)

Fix a crash that could silently disable detection near parked, driverless cars
