Install:
Replace “police4” files in : x64e.rpf/levels/gta5/vehicles.rpf
Then go to : update/update.rpf/common/data/levels/gta 5
Edit the “vehicles.meta” and rename the Handling ID of the Police 4 from “POLICE” to “POLICE3” (or you can just drop and drag the “vehicles.meta” file in my folder)
