V limits cany car’s top speed to an 80% offroading on dirt/grass, as low as 60% on wet sand. Both you and NPCs.
This mod removes those limits setting 100% on every surface, adding a bit of tire drag to the dirt and snow surfaces instead, so you can have your dirt races or escape the cops off the road properly.
Install
Use OpenIV to install the .oiv package. Replaces
update.rpf\common\data\materials\materials.dat.
