/Grand Theft Auto V/mods/update/x64/dlcpacks

Use OpenIV extract:
/Grand Theft Auto V/update/update.rpf/common/data/dlclist.xml

dlcpacks:/tahoe/

Save it and use OpenIV replace it.

Spawn it by name:
TAHOE
