Allows NYSP to spawn in North Yankton while still working in Los Santos County and Blaine County.

This mod is very simple right now, but I currently plan to add more vehicles (maybe more peds) like NOOSE Ranchers, NOOSE Esperantos, and NYSP Mavericks.
